Fire Safety Law in the UK
The main piece of legislation is the Regulatory Reform (Fire Safety) Order 2005. It applies to all non-domestic premises in England and Wales, including:

- Pubs, clubs, restaurants, and hotels

The law makes the “responsible person” (usually the employer, building owner, or manager) accountable for ensuring fire safety measures are in place. That includes a suitable fire alarm system.

Do All Commercial Premises Need a Fire Alarm?
The law requires every building to have “an appropriate means of detecting and giving warning in case of fire.”
In very small premises such as a one-room shop where everyone can see each other, raising the alarm by voice might be acceptable.
Most workplaces, however, will need a properly installed fire alarm. This applies if the building:
- Has more than one room or floor
- Houses vulnerable occupants (such as in care homes or schools)
- Stores high-risk materials or equipment
- Regularly has several staff or visitors on site
In these cases, a full alarm system is not optional.
British Standards for Fire Alarm Systems
Fire alarm systems in commercial buildings must be designed, installed, and maintained to BS 5839-1:2017, the British Standard for fire detection and alarm systems.
This standard sets out requirements for:
- System categories (manual call points through to full automatic detection)
- Approved equipment and installation methods
- Commissioning and certification
- Testing and maintenance schedules
- Record keeping
While the Fire Safety Order doesn’t name BS 5839 directly, following it is the recognised way to demonstrate compliance. Fire risk assessors, insurers, and local fire authorities expect it.
Categories of Fire Alarm Systems
BS 5839 divides fire alarm systems into categories:
- Category M: Manual systems only, using call points (no automatic detection).
- Category L: Life protection systems, from L5 (localised detection) to L1 (detection throughout the building).
- Category P: Property protection systems, from P2 (partial coverage in high-risk areas) to P1 (full coverage).

The Different Types Of Commercial Fire Alarm Systems
Like commercial buildings, fire alarm systems come in different types. Each designed to suit the various requirements of commercial properties. Choosing the right system is essential to effectively protect your building and its occupants from a fire. Conventional fire alarm systems
You’ll typically find conventional systems in smaller commercial buildings with simple layouts. The alarm divides the building into different zones, with detectors and call points connected to a main control panel.
If an alarm is triggered, the control panel identifies the zone where the activation occurred, helping responders narrow down the location of the potential fire. This can save valuable time for responders to prevent the fire from spreading and minimise damage.
Conventional systems are best suited to small offices, retail units, community buildings, and smaller commercial premises.
Addressable fire alarm systems
Addressable fire alarm systems are commonly used in larger or more complex commercial environments. The key difference compared to a conventional system is that an addressable alarm has a unique address for every call point, detector, and device. Therefore, the control panel can pinpoint the precise location of an alarm or fault.
Greater visibility means faster investigation and response times, as well as making maintenance easier in the long term. You can easily keep track of each element of the system, so if one part needs to be fixed, you can identify its location and resolve it quickly and easily.

Wireless fire alarm systems

Particularly ones where installing new cabling would be difficult, operationally disruptive, or impractical.
Listed buildings, historical properties, occupied commercial premises, temporary facilities, and refurbishment projects can all benefit from wireless fire alarm systems. They’re reliable and reduce the risk of disruption during installation, which can be essential to operating businesses or buildings with older materials that may not be able to cope with new cabling. Suitability for wireless alarms should be assessed on a case-by-case basis.
Hybrid fire alarm systems
As the name suggests, hybrid systems combine wired and wireless technologies within one alarm network. This is a common approach for buildings that need more flexibility for installation. One part of the building may be suitable for standard cabling to be fitted. While another may not be, and require a wireless installation.
Used in building extensions, refurbishments, complex developments, and system upgrades, hybrid systems bring together flexibility, performance, and cost management.
Key Components Required In Commercial Fire Alarm Installations
A commercial fire alarm installation relies on several connected elements working together. They need to be able to detect a potential fire across any part of the building, effectively alert occupants of a fire, and support a safe evacuation.
Every installation will be different depending on the exact specifications, such as building size, layout, and risk assessment. However, most systems have the same key components to form their foundation. Each part has its own function that contributes to the overall performance and reliability of the system in the event of an emergency.
Fire alarm control panel
The control panel is the heart of the system. It monitors all devices connected to it and provides information about alarms, faults, and the general system status. If a detector or call point is activated, the panel processes the signal and triggers a response. Typically, the response will sound an alarm throughout the building.
Smoke detectors
Smoke detectors identify smoke particles in the air. They’re an essential part of the alarm system as they give an early warning that a fire is developing. Several smoke detectors are needed in a commercial building, spread out across different areas.
Most commonly, they’ll be fitted in areas with heavy foot traffic like corridors, offices, and escape routes. The early detection provided by smoke detectors can buy valuable time for occupants to evacuate safely before it becomes more difficult to do so.
Heat detectors
Heat detectors are often installed in places where smoke detectors can be prone to false alarms due to environmental conditions. For example, an office building may have a kitchen with a toaster, and a staff member burns the toast, creating smoke.
The smoke detector will then go off, and the whole building has to evacuate. By having a heat detector fitted, this can be avoided, as no heat will be detected from a smoking toaster, so the system knows there isn’t a fire. Other common places for heat detectors to be installed include boiler rooms, industrial areas, and workshops.
Manual call points
Manual call points are designed to allow occupants to raise the alarm of a fire if they discover it before the automatic detectors. Fitted near exits and along escape routes, anyone can trigger them as needed to initiate an evacuation procedure. They’re coloured bright red so they can be easily identified.
Emergency power supply
Fire alarm systems are equipped with a backup power supply so they can stay operational during a mains power failure. Backup power may include rechargeable batteries located within the control panel or dedicated systems. These systems need to be operational at all times, so having a backup power supply is essential. Fire Risk Assessments and Legal Duty
Every commercial premises must have a fire risk assessment carried out by a competent person.
This assessment identifies hazards, considers who is at risk, and specifies what precautions are needed. The right fire alarm system is part of that. If the assessment calls for automatic detection, fitting anything less would be a breach of duty.
Maintenance and Testing
Installing a fire alarm is only the first step. The law also requires the system to be maintained so it remains in full working order.
Under BS 5839, this includes:
- Weekly testing: A call point must be tested once a week.
- Six-monthly servicing: Carried out by a competent fire alarm company.
- Annual inspection: Full system check and certification.
- Logbook records: All testing, faults, and maintenance must be recorded.
If you don’t maintain the system, you are as much at fault as if you never installed one.
Who Can Install a Commercial Fire Alarm?
Only a competent person should install fire alarms. In practice, this means a qualified electrician or fire alarm contractor trained in BS 5839 compliance.
If you use an uncertified installer, you risk having a system that doesn’t meet legal standards, and you may find your insurance invalidated.
